The reason that one can't switch an AT&T phone to Verizon is because AT&T uses TDMA and Verizon uses CDMA. It is possible to switch a phone from one service provider to another as long as you switch to a service provider which is using the same standard.
Is it really true that the cell phone in Onstar is analog only? The reason analog only phone service was so expensive was because the service providers were trying to phase it out. There were able to increase bandwidth by using digital. Therefore a few years ago they gave away digital phones, made digital minutes cheap, and analog minutes expensive in order to wean people off analog phones.
My personal calling on Onstar is handled by Verizon (If I call my car James Earl Jones syas, "Welcome to Verizon Wirless.") Siince Verizon uses CDMA, I would assume that Onstar uses a dual mode CDMA-analog phone. All of which is really irrelevant. Wherever I am able to use the presonal calling feature of Onstar, I should also be able to have access the same service provider directly.
