Yeah, here in the southern US, whenever it "snows" (anything more than a centimeter) people completely freak out. The funny part of it is, I would bet that a disproportionate number of the idiots who pitch their cars into each other are not native southerners. They are probably part of the large number of immigrants who come down here and figure "it's only a little snow; I don't need those snow tires I left in NY to drive on it...".
I know this because all of the "real" southerners have locked themselves at home after having raided every close grocery for three weeks worth of bread and milk.
As for differential speed limits, I read recently that the GM F-body (Camaro/Firebird) had the highest fatality rating of any car, and those are certainly "performance" cars. In my own informal survey of wrecked F-bodies, they have a high proportion of bald tires and missing/bald spares. I also see plenty of WRXs, BMWs, etc. flying down the left lane at really stupid speeds, so basing speed on the driver, not the car, may be a better idea...
I do agree that semi trucks do not need to be going 80mph, and that periodic retesting and stricter standards should absolutely be made part of driver training.
