OK, first, this is NOT legal advice. I'm not your attorney and I don't know the law of the jurisdiction in which this incident occurred.
Generally speaking, most parking lots post large disclaimers of liability from damage to cars done by carts. Such a disclaimer may apply in this situation. Technically speaking, there's a good chance that there is no legal liability on the part of either the store or the parking lot owner.
OTOH, there was a Target employee involved in the "accident". I concur with the previous poster who suggested writing a polite letter to Target management explaining the situation and requesting reimbursement for the cost of repairs. They may voluntarily make the payment in the name of customer relations, especially since the damage is small. You're more likely to get compensation if you go ahead and fix the damage first and submit receipts - that way they know that they're not opening themselves up to more extensive liability than initially apparant.
Given the cost to repair the damage, it's really not worth it to even pursue at the small claims court level, as I suspect that the value of your time spent preparing for and waiting around in small claims court is greater than the cost of this repair.
