While I think stevec's opinion is a bit draconian, his points are valid. What users often forget is that it's not their personal property nor their personal time. We're all being paid to perform a service for the company. That said, we (a large government contractor with ~3000 users) take the approach of giving the user the benefit of the doubt; everyone has inet access.
BUT...
When each user logs on they're met with a banner warning them that they should have no expectation of privacy and that they face penalties for abuse. And if they don't agree, they should log off. This is key, a clearly stated policy. Are we watching them surf? No. Are we reading email? Puhleeze, we really don't have time and access to users' email is also logged anyway. But we have logs available in html format for anyone to see tracking web hits with IP. A reasonable amount of personal surfing is to be expected but when we see gross amounts of time being spent at porn sites, etc., which occassionally happens, the appropriate supervisor is notified.
My job is to maintain the security and integrity of the network and I sleep at night comfortable that the userbase is self-policing and we're treating our people with respect.
