R134a contains no CFCs. It is completely harmless to the ozone layer! It's only bad property is that it is over 1000 times more "effective" at causing global warming than CO2. There are plans to switch to pure CO2 in A/C systems in the future, which will require complete redesign because of much higher pressures. Bush does not want to ratify Kyoto protocol; regulating R134a is one of his half-measures. I am concerned about global warming and American government's attitude toward it. I would love to see CO2 regulated (kudos to CA, NY is next) in all states. However, regulating R134a instead is hypocritical. The only purpose it serves is to restrict a car owner in his options.
I think that having a license does not prevent a "certified" technician from venting R134a into the atmosphere. As a matter of fact, there is evidence that the large 30lb R134a containers leak out more of the regulated gas than the consumer-grade 12oz canisters. I also think that anyone who buys one of those 12oz canisters with his own money will have an incentive to use the gas judiciously. Venting money into the atmosphere seems kind of stupid.
I like to be able to charge up slightly undercharged systems without going to an expensive A/C specialist. I like to pay $4.50 at Walmart vs. $60 (at least!) at PepBoys. I have saved myself hundreds of dollars by doing A/C system troubleshooting myself, before taking the complicated problems to a specialist. Shooting a little R134a into the system is a cheap way of troubleshooting the problem. I like having that choice!
