You won't get a decent set for under $200. There are 3 "generations" sold to the public. Generation I (or GEN I) are very old, and give abut 20/100 vision. There are a lot of these that are Russian surpluss out there in your price range, but don't plan on much more than avoiding walking into a tree with them. The GEN II sets are about 20/50 vision equivalent, kind of like driving in medium fog. $800 ish per set is about right. The GEN III are still using the light amplifier made by ITT Litton, who own the patent on some of the parts. expect 20/30(GEN III+) to 20/40(GEN III) vision with them for a price in the neighborhood of $2000. Also these prices are for monoculars, even though you look in with both eyes, they only look out through one lens. Expect to pay double for binoculars. The GEN IV is currently not for sale to the public, as the military helped fund their development. They are available to the military. They add infrared image to the light amplified image, in other words if there is absolutly no light you will "see" heat sources.
It's a blast to drive (or fly) around with no lights on. The only down side is a headache after a couple hours of use. And there are reasons for the price difference. ITT Litton has a good web site, don't know the link off the top of my head.
