2.3L has a bigger bore than the 2.0L. That's all. But it is true, these are all an evolution (a major evolution) of the original 1.85L Triumph engine. The 9-3SS introduces the GM Global 4 which is a completely different engine with no lineage to the Saab 99, 900, 9000 or other engines.
In the early days, Saab did the car, and bought the engine (96 -V4 engine). Then it modified a Triumph engine to put into its own car (99-1.85L/2.0L). Then made everything (900 -2.0/2.1L engines, 9000 2.0/2.3L engines). Then it took a common platform from Opel and made the NG900 and 9-5, still with its own Saab engine.
Now, it is taking an Opel platform and a GM engine, combining them, turbocharging it, and putting a Saab emblem on the back. It is quite a different company than it was in the days of the 900 series.
