You don't say what the pages are, or how many, but here's a start.
Assuming you are scanning both text and photos, I would scan them full size (100%), at a moderate resolution--say, 300 dpi--and save them as JPEGs. (You need the higher res scan to capture all the text clearly). Then use the scanning software or an image editing program like Photoshop to reduce the res to 72 dpi for the screen. This will make them much smaller files and OK for the web. Be aware the text may not all be clear at 72 dpi.
If you have the full version of Adobe Acrobat, you could also convert the images to PDFs and have those be downloadable. Depending on the viewer's browser, the PDFs would either open in the browser or automatically launch Acrobat Reader. If you have a lot of pages that need to go as one document, you could combine the PDFs into a single document. There are other ways as well.
