I personally think the shuttle program has a miserable, abysmal safety record. Two catastrophic failures in 120-odd total missions is unacceptable by any standard--even if we are talking about a highly sophisticated spacecraft. This is not a criticism of the dedicated, hard working people at NASA involved with the program--they are doing their best to play the hand they've been dealt by a Congress that doesn't care about the space program.
Congress needs to get its act together and allocate the funds to immediately develop and deploy a reusable manned launch platform that uses modern technology. Shuttle technology dates back to the sixties and early seventies. The horrible lesson that comes from this tragedy should be that it's past time to modernize.
