Where do the people at the DMV and AAA come from?

Last Friday I am waiting in line at the DMV (nothing new there) and in comes a lady with a "helper" dog. The dog has his harness and suit on and is so painfully obviously working. First one of the DMV works comes over to pet the dog. The lady asks, very politely, to not pet him as he is working and it can confuse the dog. The DMV worker goes back behind the counter in a huff. Serves 2 more people while growing visibly more agitated and then final yells out, "If you aint blind you gotta git yo dog outta here!". And argument ensues between the staff of the DMV and all of the customers as the staff refuses to serve anyone until the dog is removed (only they weren't using that kind of language) and customers are all trying to explain that they HAVE TO let the dog in and server her.
Everyone including the manager removed their name badges so we can't report them by name. Cops get called and still they refused to serve her. And at one point one of the DMV workers threatened to shoot the dog. Now the DMV people are evil in the ignorance and stupidity I thing the folks at the
AAA office are just as clueless (though much nicer). Today I in to pick up travelers checks. First it takes me about 10 minutes to get it through to them that I want 1,100€ and not $1,100 in Euros. Then they tell me I can't have 1,100€ because the computer's drop down menu doesn't have an option greater than 1,000. I then tell them that If they have to do a transaction for 1,000 and a second for 100 that's fine with me. They sit in stunned silence for a second then quickly shake it off any rational thought by telling me that 2 transactions it fine but I have to go to the back of the line and get a new number for the second one. While that would normally be infuriating it was instead mind blowingly obtuse as I was the ONLY PERSON there. I looked about behind myself at the empty void and asked them, "What line?"
While the AAA are nicer I have to wonder where they are getting these people.
