Seriously, contact the State Attorney General's office. These scams all usually work the same way, perps hiding behind PO boxes and 800 numbers that are just recordings. Then the collection agency starts calling, hoping you will pay to protect your credit rating.
If the box come to you by UPS it may be from a private "drop shipper", a collection agent for UPS. Call UPS and trace the sender/drop shipper's name and address. You already have the publisher's name and address. The next step is that they turn you over to a collection agency which may have the same address. Present those facts to the AG to show a pattern and inform the publisher that you are doing so. If they are from out of state its even better as now you can call two AG's and get the postal service involved if they mail you anything like a collection notice.
This usually is a copier toner scam, where someone calls and asks Bubbles at the front desk for the model of your copier, and a few days later a box of toner shows up at a cost of 10 times the going rate, you can't resolve it with the sender because the sales people "turned it over to an agency". When I figured out the addresses of all the parties as the same place (all had different PO bax addresses, you have to find the street and non 800 phone numbers) and sent a draft of my complaint to the guy in California who was behind the drop shipping company, he rolled over and begged for me to send the toner back, using his Fed Ex account number. I did, after putting a 40 pound piece of steel in the box, and checking Priority early morning delivery. I think it cost him $200 just to deal with me. And I told the AG's anyway. Give them hell.
