My guess is allowed for better performance during acceleration, probably with some cooler running and other benefits, and cheating was easier the re-engineering their motor for North America with urea injection. I bet is GM was well aware of it as I'm sure GM North America benchmarked the VW before deciding to sell the Cruze diesel over here, but thought it was in their benefit to not rat them out as a rising tide lifts all ships kind of thing with diesel popularity. We're used to automaker covering up problems, but to so flagrantly prophetically cheat the system is pretty shocking.
