VCDS is a Ross-Tech product, it's not really equivalent to Tech 2. There is an official VAG tool, made by VAG, called VAS I think, and interacts with an expensive piece of software. VCDS is an aftermarket specialty tool that does many things the factory tool does, and some things it can't.
The $200 license lets you use the full version of VCDS on up to three 1995+ VAG cars. It used to be quite a bit more, with no limit on the number of cars it would work with, but that's not useful for most people... except maybe over time. VCDS is a great product with a steep learning curve, but most common functions are pretty well documented. All the "weird stuff" it can also do are a bit less well discussed. :)
