Seems like the safety aspect has a lot to do with the "driving competence" of the nanny, as another poster pointed out. If you trust her with an SUV, their bulk provides one sort of "safety." Maybe a used Honda Passport, Nissan Pathfinder, or Toyota 4-Runner? You could a decent example of each for about $6-8,000.
If you are looking for a CAR that can survive a crash, you would have to look at Saabs, i.e. a well-cared-for OG900 is a great and cheap winter car, at about $2,500-3,000.
Another type of "safety" would be winter handling, and the ability to get up your steep driveway. For that I think you'll want awd, possibly an older Subaru Forester or Legacy. Good ones (I just spent some time looking for one) seem to be at least $8,000, however, which may not be "cheap."
For myself, I would go for the 4-Runner, provided the nanny knows it's a truck and not a car. I know that Saabs are good winter cars, but there's an art to slithering up a hill with front wheel drive.
