It could be many reasons.
Someone might have just before the sell installed new brake pads without replacing or machining the brake rotors so that the outer edge of pad is riding on the ridge of the worn rotor.
Someone could have used a silicon on the back of pads before installing and that silicon is working as a flex buffer between the caliper piston and pad backing plate.
It could be air in the brake fluid system.
It could be a sticking brake caliper if the car is from rust prone area.
