The only point I disagree with you is letting anyone who can pass "the test" go, because certainly you'll find some kids who can pass the test -- and I think that would just open up another can of worms.
As for your grandpa, I'm not sure, but maybe in Germany they have 5-year re-tests, or something? For sure you have to make sure someone's skills are always up to par (no matter the age).
Anyway, it is not like things will change for the better. I know quite a few people who are hit by drivers in Los Angeles that have no license or insurance, and the cops more or less let them walk. They passed a law to stop people from yakking on their cellphones, but get this: the fine is $20 ($50 for subsequent fines) and the law doesn't even come into effect until the Summer of 2008. *rolls eyes* I'd rather them make come into effect January 1st, 2007, and the first fine be $250, next time lose your license for one month, next time rack up fines and court time as something equivalent to a DUI. :)
So this kid doing 142mph is just a blip... :(
Maybe I'm just in a bad mood today because my dash fascia needs to be fixed.. hah.
