So in 4 years, you'll put 100K miles on it. Dude, I think you should get a brand new car.
It's a good list you made, not sure I much to add, except that the Mazda 3 & 6 look nice enough. Not sure about leather in those.
Forgetting the SAABs for a moment, the Accord seems a clear winner to me
your maintenance costs will be higher with either VW model
the Xterra looks lost on this list -- I don't know the fuel economy offhand but it seems like a bad choice for all the highway driving you'll be doing
Legacy also not as good on highway, I'd even pick a Civic over a Legacy (but you want leather)
As for the SAABs, you are so right about the 9-5; I don't think you'll find one from 2002-2003 for <$23K. But it may be worth stretching your budget, or getting an earlier year (perhaps the 2002 upgrades in suspension are what you seek). You will be spending a long time in this car, every working day. Think about it. Ok, I am biased because I have a 9-5. It is the car I'd want to spend a long commute in, no doubt. Buy a spare DI and you are set.
A new 9-3 is similarly out of your price range, and I think you'd care if it got beat up. A 2003 9-3? looks like there are a few out there <$23K, certainly more fun than the Accord. But is it a low maintenance car with cheap tires? I'm not sure. Does that powertrain have the proven longevity of the 9-5's ?
Philly to Jersey City is a drive I have made on a few occasions. Not pleasant. Perhaps Septa/NJTransit is another option
