I know power rates may vary widely between Michigan and California, but an eight hour full charge for a Chevy Volt only consumes $1.50 of electricity. (Source is a presentation from the Lansing Board of Water & Light at the 2012 Michigan Engineering Conference)
The low cost of charging is why businesses offer free charging to customers. In a one hour lunch (or shopping period) the customer will only consume twenty cents of power recharging their car. The profits on the lunch/purchases will more than cover that cost making free charging an effective and inexpensive advertising tool.
Charging people for electrical power is illegal in Michigan unless you are a regulated utility. Many other states have similar laws.
