I think the basic answer is "don't expect to use one." Partly due to potential congestion, partly due to cost. I wouldn't have gone down this road if being at the mercy of other people was part of the plan. I regard the public stations as emergency measures, and fully expect to do 99% of the charging at home.
That said, what I have learned is that all of the stations around here have time limits, usually four hours. A few of them - like the one near my girl's office - has an email group that goes out letting people in the area know when it's in use and when it's available and its time slots are reserveable. None of this prevents someone from leaving their car on a charger past their 4 hour window or reservation, but I think the chances of us needing that emergency charge on a day when every nearby charger is filled with people who have abandoned their cars are very low. I'm not worried about it, not even slightly.
Bottom line is I wouldn't get involved with a car that has a known limit of 89 miles if I needed it to do more than 89 miles daily. I need it to do 45 miles, and 75 miles every so often.
The *other* side of this coin, then, is that we'll never need to stop for gas. Every morning the car is started it will have a full tank. In the rare situation we end up using a public station, refilling is done while we're doing something else, not standing around watching commercials on a gasoline pump. We'll also pay $26/mo for fuel instead of $167/mo. So, there's some give and there's some take. It's not a solution for everyone anymore than a Suburban or a Z4 is a solution for everyone. It's a solution for us. :)
