On a side note, just intellectually, it could be that you're talking about cars with California xEV certification. Cars with those certifications require them to include an emissions warranty of 10+ years (depends on the certification, I believe). Because the cam drive is part of the emissions system, the belt would be subject to that warranty. Whether the belt is actually different, I dunno.
That said, I am reminded that the old 2.slow timing belts had no replacement interval. The one on my Mk IV lasted ten years and 180,000 miles before I changed it due to nervousness - but the belt that came off looked new. I'd say with reasonable certainty long-lasting belts *can* be made... whether it's a good idea to push that interval or relation components (idlers, pulleys, tensioners, water pumps) that far is another matter.
