I would suspect that first
but bacically a 3 barfpr should maintain 3 bar (45 lbs) fuel above boost pressure roughly
so if the FP goes up to a certain point & stays there as boost increases you more then likeley have a fuel feed problem like a filter or a pinched line
a hot starting issue can be te fuel pressure regulator or the check valve at the tank, you need to keep over 30PSI in the line for quite a while after shuting down because the fuel will boil in the injectors & cavitate the fuel rail which makes it hard to start the next time you go to start it
