from the Bentley manual - "The voltage should oscillate between 0.4 (DC) volts (or less) and 3.0 volts (or higher)" these figures are not exact, you just need to see the voltage oscillate.
have you tested your coil? i presume it came from a known working car, recently. you should have approximately 0.4 - 0.9 ohms resistance across terminals 1 and 15 (disconnect the wires first) and atleast 7200 ohms between terminal 1 and the center tower.
you mention lack of spark, i presume you pulled a spark plug to check? eliminate the distributor as a potential problem and test for spark at the coil lead wire.
you mention fluctuating voltage across the coil terminals while cranking. did you check the voltage with the key in the 'run' position, rather than while cranking? you should have atleast 10 volts with the ignition on, your fluctuations may be due to starter draw.
