Trying to understand the order of events.
A. You had a functioning stock 91 16VT.
B. Then you installed the 30lb injectors, KN filter, APC mod. About the APC mod - was that a DIY, or bought from a performance sponsor?
C. Was it before of after the above mods that you got that 14psi?
D. If before, then you're saying that you got even more boost than 14psi after the mods? And if before, how was your engine set up to push the psi to 14?
You're right about the split APC solenoid hose pressure not reaching the wastegate. I'm guessing the wastegate setting was also adjusted at one point to have gotten base boost beyond 5 or 6 psi. That's the defacto psi that opens the wategate without APC control.
E. Then you fixed that hose, but the performance went "way back beyond normal." I don't know what you mean by that phrase. Beyond normal suggests higher boost. But then you relate how you only got 6/4 psi while boosting from 60mph. That would be less than normal.
What I'd do is start from stratch and first make sure all hoses and connections are sound. Then check each component one by one as per Bentley, Haynes, or the SAAB maintenance manual.
