I'm confused, because a 225 will fit an 8" wheel much better than a 215. The specific tire specs will tell you the rim width range. I suspect the 225 you have selected will say something like 7-9". I've ordered from Tire Rack twice. Neither time did they include the required NAFTA form, or even a statement of origin on the invoice, which sometimes is enough. So I paid 6-7% duty both times. The first time I was able to get them to fax me the form, and I got my money back (big pain in the ass). The second time, they said they'd fax it and just never bothered. Bottom line, it is cheaper than buying locally, but it may require some work on your part. I just bought a set of tires from Vulcan Tire in the states, and had really good service and price.
