It would be on top, but you shouldn't have to pay it, assuming the tires are made in North America. Most of them are. Whenever a company ships something across the border between Canada, the US, and Mexico, they are supposed to fill out a North American Free Trade Agreement form stating the product was made in North America. This exempts the receiver from duty charges. If they don't do that, UPS brokerage will randomly assign a duty rate (and then blame it on Canada Customs, but I know it's the broker that assigns the duty value). Did I mention I hate UPS?
