Are you in the US or Canada... octane definitions are not the same as in Europe.
There is no practicable/affordable way to boost to 95 octane.
Note that when on the shelf octane booster product claim "6 octane points" or such, that they are talking about 6 10ths of an octane number. Totally bogus.
Many octane boosters use things that change the plasma conductivity of the burning mixture as seen buy the T5/T7 DIC-trionic system. This can make the system think that knocking conditions are approaching and the system will retard the ignition and a net power loss can occur. Dr. Boost wrote about that years ago and I believe that this was what techs found hacking around on Saabs factory engine dyno's.
Full cuts are triggered by exceeding the ECU's boost pressure limit. I do not think that low octane can cause a fuel cut.
In my area (KS), everything is 91 octane max, except for Amoco which is 92 octane. Look around.
You can lower "acquired octane demand" by removing combustion chamber deposits with Techron Concentrate. Use a 20 ounce bottle the 1st time and the smaller bottle every 8K or 3x/year after that. The T5 and T7 systems are also sensitive to the plug temperatures and a #7 heat range plugs will allow the DIC to make more power in higher output (modified) systems. For a stock system BPCR6ES or 6ES11's will run well without the risk of fouling as the 7ES plugs can do in some stock applications.
In the US and Canada, 91 or 92 octane is fine for a T5 or T7 system. Many folks do run mid grade fuel with no problems.
Do not run [0|5|10W30 oil! Suggest Rotella Synthetic 5W30, 12.77US$? at Wal-Mart as a great cost effective group III synthetic.
You can boost octane, but it is very expensive and really not needed if you can get fuels as suggested above.
Your T5 system can make a lot more power than stock.
