Definitely, as Landjet says, check your base boost setting if you haven't - should be mid-yellow. When you get everything sorted, and you are shooting for higher boost levels, you might increase base boost (to half of your desired max boost) with a "helper spring" on the wastegate arm ("helper spring" = good search term here) - don't shorten the arm more than stock base boost setting.
For timing, do you have a light? Search for "Retard stop" or "timing mod" and you'll find out how to adjust the vac advance capsule to get decent timing under boost (10-11*BTDC) and advanced(beyond stock) timing for off boost (19-20*BTDC at idle) for better performance.
