What makes a 3" exhaust better?

I've heard of better spool up response but how does that translate to more speed? Do I trade torque for a faster response from the turbo, or will the car be faster across the board? How much HP will I gain with a 3", high flow cat and Magnaflow muffler?
MY 97 Aero 5spd has been dynoed at 260 EHP. I've only added a K&N drop in filter, so I have to assume that the first owner had the ECU modified. Right now 1st gear is only good till I hit 4000 rpm due to wheelspin. I'm thinking that loosing some torque wouldn't be such a bad thing if it allowed me to remain hooked up longer in 1st gear.
On another subject, I seem to recall from an old car mag that for every 10 degrees under 50, a turbo car will make another 2 1/2 hp or so. Does anyone know the correct figure? I know that with the temps in Mo. lately, my Aero screams! Thanks for your thoughts, David
