Until you max out the pad issue, bigger brakes are just cosmetic.
Also, the tires are the real limiting factor to stopping the car.
You'd be surprised what a set of gumballs will do for your braking distances.
You can put ceramic pads and rotors on your car but as long as you have crappy (18" is irrelevant) tires/compounds or old tires you'll still have long stopping distances.
Geometry and weight transfer matters too...if your front end goes down and changes the camber/toe-in radically (like worn suspension or radical camber changes) that tilt the tires from flat you'll also end up skidding or unbalanced braking, all of which will lengthen stopping distances. About all I've ever seen from bigger brakes is faster reaction time or quicker time-to-maximum braking torque or the torque necessary to skid the tires. If you don't have abs you still have to modulate the system to threshold brake, perhaps bigger brakes are easier to modulate as they heat up, but then you're back to the real issue, i.e, pads.
Track pads will definitely give you a braking capability but they generally have to be heated up to maintain it. Bad for street.
Hawk HP+ seem to be a very good pad, almost as good as my OEM BMW M3 pads. And other guys even pan the OEM BMW pads for the track.
Bigger brakes are not the answer for your SPG util you've gone through pads unless you're purely into aesthetics.
