Without going into gory detail, I think you should understand that tuning a car is not about buying stuff and bolting it on. It'd be great if that were true, but no matter how well-engineered a part is, it's virtually impossible to guarantee repeatable results, especially when dealing with 16 year old cars.

If your boost is fluctuating, chances are it's detecting knock and backing off boost just like it should. Based on your report of 15-20psi, it sounds like it's trying hard, but the engine is just not right to support the output you're asking of it.

Sounds like you're going to need to spend some time diagnosing the problem. Is your AMM and O2 sensor new? Are the injectors new? What's your compression look like? Cylinders free of carbon buildup?
