Bending the retard stop inside the diaphragm capsule will allow a greater AMOUNT of timing retard at elevated boost pressures, but what Dave is saying has been well documented, whether you purchase a ready-made unit, or make one yourself. What he is talking about is the rate that the stock retard capsule pulls timing when it sees boost, it does it very abruptly at around 5psi of pressure, goes from 16* straight to 10* with no intermediate, so when driving and accelerating what you get is a flat spot, where the car bogs down as the timing is pulled.

You can get steady boost by bending the stock capsule's retard stop, but consider going more in depth, the results are amazing, and you will certainly be pleased with them.
