Frequently one or both the cams are off by one tooth on the chain after a rebuild. That leads to loss of power and idle and smoothness. TDC is super easy to confirm on a C900 as it is easy to directly eyeball the flywheel timing mark.
I like to lock at least one cam on the chain with a zip tie, then mark the position of the other cam with a tiny colored ziptie. Finally I count spaces between the top/mark on locked down cam and the top/mark on the next cam. (If you are really good and have a really good assistant, you can lock both cams on the chain and pull 'em through with some fiddling).
By locking one cam you maintain timing on that cam and it cannot fall off. By then marking and counting spaces on the next cam you cannot screw up.
Of note, chains have 'outer' links and inner narrower links. I have noted that one cam is aligned with an 'inny', while the next is aligned with an 'outy'
If my observations are wrong, someone please correct me, but my cars currently give great boost, solid idle, and lots of power. For that reason I think I have things right, but I am no guru.
