Hope all is well with you and your 1991 9000T!
The EPROM should allow for an elimination of overboost protection but is still very responsive to engine knock/detonation. If encountering detonation, the DI/APC control unit will immediately reduce charging pressures which safely brings engine conditions away from detonation.
Detonation can be caused by a number of factors such as lean fuel delivery, fuel octane ratings, advanced ignition timing, higher intake or charging pressure temperatures, etc.
Since a reduction in outside temperatures allow for higher charging/boost targets, this might indicate that the DI/APC may limiting charge pressures under warmer conditions due to it's detection of detonation.
The 9000 should be able to see a lower detonation threshold by additional fueling, use of a more efficient turbocharger or intercooler, octane boost, or lowering under hood temperature by means of exhaust manifold wrap, etc. You might consider the purchase of an octane boost (avail. at most auto parts chains) and using during your next fuel fill. If your charge pressures stay more consistant, your symptoms were most likely due to detonation.
