I think you have a DIY inspired by Abbott Racing. See Abbott's add-on bar at http://www.abbottracing.com/product/9000%20Chassis/Rear%20Anti-Roll%20Sway%20Bar%20UPGRADE%20CS%20models%2092-98%20MY%20(SAAB%209000)/
The Abbott bar is clearly smaller in diameter than the stock sway bar and full length. Abbott claims theirs increases roll bar stiffness by 40%. Most 9000 drivers either stay stock or go with SAS front and rear.
How can a 3/4 length bar do anything other than add a little dead weight? My guess, and it is only a guess, is that you will notice little or no change in handling if you remove it.
Adding significantly to the stiffness of the rear sway bar only will produce a lot of oversteer. If and when you go to SAS, you should install both front and rear.
