Actually, 0.7mm across so you are twice as correct!
Maybe it would be possible to add metal to the wheel bore then re-cut it to the correct size - or alternatively, here's an idea for Tom to work on.
(1) Make a disk the same size as the hub from something sacrificial (plaster of paris, for example). One could do this by making a mould from the hub, or by getting something machined in metal or timber.
(2) Make a plywood disk say 175mm (5") diameter, drill it and secure it to the outside of the wheel with bolts through the lug bolt holes.
(3) Get at least three 0.7mm feeler gauge blades.
(4) Lay the wheel horizontally on something like a pair of saw horses so it's stable to work on.
(5) Put a blob of adhesive on one end of the disk and centre the disk in the wheel bore using the feeler gauge blades at 12, 6 and 8 o'clock. Let the adhesive set and remove the blades.
(7) Then fill the 0.7mm crack all round with epoxy or a "liquid metal" product and allow to go off. It might be worth smearing some of the epoxy onto the inside of the bore before inserting the disk, at the risk of more cleaning up later.
(7) Break out the disk and clean up.
Not something I would personally do or recommend but it might work OK.
