There are things called manufacturing tolerances. If you measured the two pieces with an accurate, calibrated gauge, neither the wheel nor the spacer (nor the hub on the car) are going to be exactly the nominal values. By design, they are going err on the larger side for inside dimensions, and smaller on the outside dimensions. This is to ensure you don't have actual overlap on the two pieces. The stock wheels on any car are spec'd as the same size as the hub. In reality, the wheel bore is larger. Have you ever put on a stock wheel and found it didn't have play? That's the margin of error, and it's larger than 0.05mm all the way around. Granted, I made the assumption that he's comparing specs and not actual measurements. If the actual measured sizes were 65.5mm and 66.6mm, it wouldn't go on without some extra work.
