While I love the sound of a turbo whine myself, I wouldn't call you lucky. It sounds like your oil isn't fully lubricating the turbo until it warms up. In my opinion, you are hearing the whine because the insufficient lubrication is allowing the compressor wheel to rub against the housing and as the oil warms up and thins out your turbo is better lubricated so the wheel doesn't hit the housing. There are a few reasons this could be happening. You may simply have too heavy of a grade of oil in your engine, you may have a sludge issue starting, you may have coke (carbonized solids) in your oil supply tube, or you may simply have a turbo that is on its way out or in need of a rebuild. Now for some bad news; I would suggest you do some immediate investigation to determine exactly what is causing this, because if your turbocharger is in fact failing it will be releasing small bits of metal into the oil which, as I was told by Jak Stoll when my turbo went, will ultimately embed themselves in the main and rod bearings and cause catastrophic engine failure. You don't want to continue driving your car if you're causing more serious damage by doing so.
FYI, a failing turbo can still produce a good deal of boost. When my turbo crapped out a few months ago I could still boost into the red, but when I pulled the housings off I found at least 30% of the compressor wheel had been abraded and broken away, and I had nearly a full centimeter of side play in the shaft.
