Stiffer is better for steering response and handling. Softer will give less harsh ride.
Sidewall stiffness is an important reason we normally upsize the 9-3s from 215/45-17 to 225/45-17 The "9-5" size tires have some easy to find 94 load rating reinforced sidewalls. Makes a nice improvement over the 215 where even the "reinforced" (read $$$) are only 91.
