I ordered a new expansion tank cap yesterday at Advance Auto, picked it up this afternoon, and just installed it. As you suspected, the top of the expansion tank had a light covering of white dust adjacent to the cap and extending down the side in two thin lines.

I cleaned up the tank before installing my new Stant cap, which was made in Germany and looks very similar to the SAAB cap.
