Hose clamps are should normally be tightened to 10 inch pounds. Which should be enough to make the hose seal. If it leaks it can be tightened a bit more but you do not want the hose to pop up through the slats in the clamp. If it still will not seal then the hose and possiblly the clamp should be replaced. That is what we do on airplanes and we all know saabs are born from jets so it should hold true here as well. A T-clamp is just silly overkill in my opinion.
