They come that way on '99+ 9-3's and 9'5's, and I've never see a hose come off because of the clamp - on those the radiator end tanks burst long before the hoses are usually in danger of popping too.
In climates with lots of winter weather it might be more of an issue with the AL corroding under the mating surface of the hose, but I re-use the spring clamps on my 9-5, they are still fine.
