Hes saying install the bpv the other way so it can't be pushed open by the boost. Usually if a bpv valve fails in the way you've described it'll make a strange hooting noise as the valve is pushed open. Doubt the bpv is causing the issue.
I my experience, boost taper is almost exclusively caused by two things. First is small vacuum leaks. The next would be the wastegate actuator isn't strong enough to hold the wastegate closed and the exhaust gases are bypassing your turbo. The fix would be a "helper spring" fitted to your wg actuator. I bet this will fix your problem.
I dont like the forge valves either. Two have failed on me with broken springs (yes, i serviced them) and I've given up and gone back to stock.
