I can vouch for the anonymous poster below; look for him on the SAAB 9000 group on fb. He has many happy 'customers'. The Viggen intercooler is a bolt on for your car, so worth doing and they can be had for $100 typically. Make sure if it comes off a crashed car that it's not damaged. I would say the single most important thing for your car is an impoved downpipe - look for a 3" downpipe. Catback doesn't matter too much, sport is better but not critical. If your stock exhaust is solid, I'd say just add the 3" downpipe. A "big air delivery pipe" from intercooler to throttle body is a good thing, but they seem to be expensive for the 9-3 and 9-5. Do some kind of air intake upgrade, even if only a K&N filter in the stock housing. I'm not sure if you've mentioned a steering rack brace, but that is worth having on the suspension side.
I'd say 1. steering rack brace - $100 2. air intake/filter $100 3.downpipe $400 4. software $free 5. rear sway bar upgrade $250 6. 16-17" wheels - $100-750 depending what you want/get 7. brakes from 9-5 Aero or V6 front & rear (buy used calipers from outside the salted roads area $2-500) 8. intercooler $100 9. air delivery pipe pipe $500???
