Do rotors become less effective?

I'm running the AP Racing kit on my 1996 9000 Aero with rotors from Coleman Racing since 2011. I'm finding that it is taking longer to slow the car down on the track. Do rotors become less effective with heat cycles/use/high heat? I'm running the same friction material (Carbotech) I've been using since the rotors were new. This is probably my 3rd or 4th set of pads. The rotors are not warped and are not at the minimum thickness.
When the rotors were new I was slowing for a particular turn in 2 cones but now I need to start braking at 3 cones. It is as if the friction material is no longer sticking to rotor.
I'm about ready to order new rotors but I'm wondering whether I will getting back to my previous braking performance or whether something else is going on. Does anyone get their rotors from other sources and are there characteristics (cryo, different metals) I should be moving to?
