When it comes to your alignment specs (i.e. to ensure proper wear of the tires), there is no design flaw. It was design the way it was designed and thus the manufacturer (Saab) has tolerances for caster, camber, and toe to ensure proper tire wear under all driving conditions and speeds. Further, these tolerances ensure safe handling.

If you want a good alignment, I agree both suspension and steering components need to be tight. Have you check both left and right front wheel bearings? Play in them would cause a loose feeling as well as affect tire wear.
