First thing I'd confirm is via tech2 or OpenSID, that "boost request" is actually low (to determine whether the ECU is calling for low boost, or if it's potentially a mechanical issue).
I don't see any thermal sensors on your list...coolant temp and intake temp are both suspect I'd say considering this is obviously temperature dependent. I'd at least confirm the software's idea of the engine temp when it's got low boost is accurate.
