Well, an engine can only flow a certain volume of air, because each cylinder is only so big. Bear in mind, though, that this is not the volumetric flow that is referred to when describing a turbo, this is the turbo outlet volumetric flow. The turbo inlet volumetric flow will be much higher because it has not yet been pressurized.
Anyway, back to the topic. The volume of the cylinders multiplied by the RPM determines the volume of air can be consumed at the turbo's outlet. Any additional volume of air sucked in through the inlet must be used to increase the pressure of the air at the turbo's outlet because that air is not being consumed by the cylinders.
Therefore, in increasing the inlet volumetric flow (which is what you are talking about), you must also either increase the volumetric efficiency (in practice, making the cylinders larger), increase the outlet pressure, or make the air colder. It is not possible to flow twice as much air at the inlet without raising the boost pressures, unless other modifications are done as well. The only other factor, of course, is the turbo efficiency which can lower the outlet temperatures, but that was already covered in my earlier post, stating that it would require a temperature difference of approximately 200°F to make that kind of a flow increase.
