insofar as the apc detects knock with the knock sensor - irrespective of boost - no, the relief valve won't affect its ability to do so. however, the apc modulates boost levels via the solenoid, and a relief valve set to high psi (above base boost) *will* affect apc's ability to drop boost.
you install the relief valve to enhance spool-up inline between the solenoid and wastegate. now, if the valve is set to, say, 10 psi and the apc detects knock at 14 psi and wants to reduce it to, say base boost (~6psi), boost will only be reduced to 10 psi, below which the wastegate will not move due to the relief valve. if your motor is still knocking seriously at 10 psi, the apc can do nothing to prevent it.
