Gary stuffing the dash may a very negligble effect which may not make the effort worth while. The bottom of the firewall and the transmission tunnel may be a better area to concentrate your efforts. Check the chassis to find out wha the source of your vibration is. Is it a single isolation or a combination? Check all the relevant bushings and any type of mounts (engine/transmission and isolation bushings). When you mention cowl shake is it front or rear? Cowl shake can sometimes be coming from the opposite end of where you think it is originating. Check to see if there is any binding in the rear seats. Lower the seats to see if the shake gets worse.
You can work it out from there if that is the sorce of the problem. I do not know the frequency attenuation properties of the product in question. Multilayering of the product may not help the time/velocity function of the product. I used truck bed liner to solve a vibration problem on one of our Viper race cars, well to lessen a problem at least. The solution worked for the 6 hour enduros with less down time for transmission ailments. I believe this may be inexpensive for you to try. Hope this helps.
