Just shim the regulator to increase the line pressure!
CIS, unlike most other FI systems, doesn't try to maintain a constant pressure differential across the injectors. Instead, it maintains a constant pressure to the injectors and regulates the *flow rate* (I know I'm oversimplifying a little here). The problem comes when the manifold pressure increases to the point where the (spring-loaded) injectors cannot open.
Increasing the line pressure will allow the injectors to open against higher manifold pressure. When this is done you usually have to reset the fuel mixture, but in my experience it works well - I've run almost 30 PSIG boost on a "B" engine using this technique.
